Cyberpunk 2077 is made in much the same way as Witcher 3, except for one thing: a separate team is involved in planning the actions.

In the case of CD Project RED, no one is likely to be surprised if one of the leaders claims that the story is their first. This is well traced from the Witcher trilogy. Senior mission planner Pawel Sasko at E3 also told VG247 what it looks like in practice for them.
So, since the story is always considered the most important, that’s what they stand for first. The mission planners are also writers, they work together to create the story, the script. Based on the scenario created, the others start working: the writers write the dialogues and the transcripts, the designers start designing the first scenes, and so on. And everyone works together, no one is left out of the chain.
This is how it went with The Witcher 3: Wild Hunt, and so it is with Cyberpunk 2077. There is only one novelty: now a separate small team is planning the various actions. The Witchers didn’t even have this small design team, they didn’t even have a frame for it. Their job is to give ideas for action, pay attention to rhythm, execution, and most of all, make Cyberpunk’s 2077 clashes fun.
