By pre-purchasing Voice of the People, you will gain access to three additional historical figures from France: Prime Minister Georges Clemenceau, writer and political thinker Alexis de Tocqueville, and Jules Brunet, French military advisor to the Japanese shogunate.
Simultaneously with the release of the paid DLC, a major free update for Victoria 3 will be released, available to all players. It includes a new Agitator system that allows individual characters to advocate for political reforms that may be unavailable or undesirable to your government. In addition, new political ideologies for France and changes to the world map will be introduced, as well as legislative and revolutionary processes will be reworked.
